INTERNATIONALISATION of railways in Manchuria. Following is confidential:-

With reference to my telegram No. 3 of the 13th January, Minister for Foreign Affairs informs me that he will to-morrow hand to Mr. O'Brien, the American Ambassador here, Japanese reply declining the American proposal, Count Komura has promised to furnish me with a copy of the reply. Japanese Ambassador in London will be given substance of reply by telegraph, with instructions to convey the same to you for your information.
